In the story a man is obsessed with silence. He is a radio technichian and he cuts out the silence and listens to it at home.

Symbolic silence may vary widely, depending on the scene of the event. It will help to be more specific. God, in majority, symbolizes the ultiment power. A substance that resides all knowledge, all power, all being in most common terms.
