Raise your Min Innings to 21 if you are using more than just W, K's, Saves, ERA and WHIP. What happens on a low Min Innings is if a player has a starter throw a complete game shutout on Monday, he will sit on his pitchers for the rest of the week knowing he is winning most of the categories without risk.
By raising the min, this insures that each team is playing at least 3 starters. It also evens out for the guy who has Johan Santana. If you leave it at 7 he will only need 1 pitcher and can load up on closers - he may not win the W category but can take the rest.
But the whole idea of raising it is to make each team focus as much on pitching as hitting - you don't see hitters getting benched after 1 home run. The other thing that happens in a low min inning league is that I will keep a smaller amount of pitchers on my team and just pick up a pitcher for a spot start if I see a good matchup. This allows me to load up on hitters and park them on my bench... if I am playing you and I see that your pitching match ups don't look good and I see your 3B is slumping and your SS is injured, I don't have to use roster spots for pitchers so I will pick up any 3B or SS that would help you and park them on my bench. If I have to worry about having more innings out of pitchers I won't have bench spots to use just to keep you from getting a player to help.
There are several strategies that I have used in low min innings pitched leagues.. And NO it isn't cheating, the last time checked we all have the same league settings... Every year I try to get the commish to raise it.. this year we are going 32 which will force some deeper pitching drafts.

Basically to avoid people not putting any pitchers in the lineup and getting a 0.0 era. the 7 inning minimum keeps people from getting a easy win, and makes them at least pitch 1 pitcher a week

In Yahoo Fantasy? It makes it harder to "cheat" the system. It will force manager to start pitchers who they would not other wise to keep stats higher. Plus, if teams are small with few bench positions, it would force some pitchers to be dropped and picked up by other managers to even the playing field.

It prevents people from simply throwing out one or two super stud closers who almost never give up a run out there, thereby getting ERA, WHIP, and saves won for that week.
