Its green and has these red tentacle like arms... it doesn't need to be watered much... and you don't plant it in soil. My sister bought one and they gave her Spanish moss to sit it in and she said that they told her to spray it with water every so often... any ideas of what it is because she doesn't know and i want to get one.

If it doesn't need soil it is an epiphyte (ep-ih-fite). An epiphyte gets its nutrients from dust and decaying leaves that catch primarily in tree branches, and from rain. Epiphytes perch in trees and such, but are not parasitic. There are many types of epiphytes- bromeliads, orchids, and certain ferns are epiphytic.

Try to visit the place your sister bought the plant to see if they have any more. Usually there is a tag with a plant giving growing instructions which often lists the formal name of the plant. And, check the link below to see if anything there looks like the one your sister has.

from the description given, it has to be a kind of airplant.
the most identifiable feature of an airplant is (as you have describe it) the small hair-like tentacles.
