I'm presuming it's an aluminum frame, if it appears unfinished it might still have a coating of anodizing which is very tough and has to be completely removed. Try scratching an hidden area if the surface is hard, it is anodized. If not it will probably have a lacquer coat which has to be removed.Any stripper will do. Then you can polish it with a polishing compound and buffing wheel.

ur missing some details. unfinished as in not painted? Well, no matter what it should be done by hand. Sure a wheel is nice but around tubes the chance of slipping would not be nice. Time, patience, eye for detail comeinto play. For enam paint it would be rubbing compound lightly and lots of polish if just painted. Heck, if it's ur 1st one. Ask a paint shop and poke around places where they do what u want to do.
