What does "Members will vote on 'No Confidence' in certain positions" within a club mean?

That's one step short of removing someone from that position. It means just what is says. They have No Confidence in that person doing the job. It's like a last chance wake up call to get your act together or you're gonna get voted out or removed from that position.
