I hope that is $250/day for spending money, and not $250 total.. it's quite expensive in Tokyo
For free things.. the Palace Gardens and Shrines /Temples.
For fairly inexpensive, go to Ueno Park. several museums and a Zoo

A budget of $250...
Lets see, since I live in Tokyo I can try to give some real figures, but this may be difficult. First, you seem to already have a flight booked and paid for.
$50 round trip on airport express (NEX)
$60 for 2 days capsule hotel
Now you are down to $140
$30 for cheap meals @$5 per meal for 2 days
$110 dollars left for your use. You will not be able to buy and do much, but that is the best for $250.

That budget will about buy you a taxi ride into town from the airport. If you want to do anything, bring money -- Tokyo is expensive.

You should go to see the cherry blossom trees and you should visit the temples. You will probably find some cool stuff and souveniors in the local flee markets. Have fun!

you can buy some bunuelos, some arepas con queso, and maybe get on a chiva with a papayera around the cherry blossoms.

tokyo stuff are really expensixe and you have to pay a lot for it and you can get a ride to see cherry blossom and ride back to he airport

Go to an onsen that would be a great Japanese experience. to buy: ANIME AND MANGA and plushies of anime and manga characters.
