I viewed a web sight, that said that I could get info on a person for free, but when I tryed to see it, it asked for my credit card #. This mislead me, into looking at their sight, and waisted my time, so I wanna report the web sight.

You can't.. chances are if you read their terms and conditions it states that you are getting a free 30-day trial or something and you have to have a credit card on file so they can bill you automatically at the end of the 30 day period. They can word it however they want. Nothing you can do and they aren't breaking any laws or hurting anyone. It's advertisement.
