They celebrate it on the 28th...at least that's what my cousin does, she's celebrating today...HAPPY BIRTHDAY EM!!!

Of course, they have their date of birth as February 29, but no celebration needed every year. You are invited on their birthday after the leap year. Get ready for it. A brand new car is expected.

they can either celebrate every 4 years, or have a party on the 28th of February or the 1st of March.
