The USB cord that comes with the camera will allow you to transfer data between your camera and the computer.
As long as you have a memory storage inside the camera, you can use the camera as an external storage unit. The pictures are usually stored in that storage unit (usually flash memory card/stick), once you connect the camera to your PC with the cord, you can browse through all the files and pictures just like how you browse through any other folders.
I'm not sure what sort of camera you could buy with $40. But there's two possibility how this camera would operate.
1) It uses internal memory. You may no physically add or remove memory storage devices from/to the camera.
2) It uses internal + removable memory storage. You may use the internal memory PLUS additional removable storage devices to the camera.
But in either cases, data must be accessible by your computer, and this is where the USB comes in. What good is a digital camera if you can't retrieve pictures from it?

Camera's worth $40 dollars are not worth it whatsoever. Choose a higher-end camera. If you're on a budget, save up money to buy a cheaper camera. Kodak has some pretty cheap cameras that are good too. I personally work with a Canon EOS 20D Digital SLR camera, which runs for about $1,600. Not exactly your beginning camera. Canon has some pretty good camera's too. Kodak also includes the USB cord, and installation CD's to help you with picture uploading/saving. Do some research on BestBuy.com or CircuitCity.com. Also check around at your local stores, and maybe ask some questions at a local Ritz Camera store if you have any around your area.

I'm telling you now man, DON'T BUY THAT CAMERA. A $40 camera isn't WORTH that $40. Save up and get one that's at LEAST $150, and a recognizable name brand. It'll be totally worth it in the long run, I PROMISE you.
As far as your question though, the cord you'll need should come with the camera. No camera i've ever seen hasn't included all the cords needed to get the pictures off it.

The USB cord should come with the camera. MAKE SURE THAT IT DOES BEFORE YOU BUY IT. Then you should not have any problems.

Yeah you should be able to take and upload the pics to your computer using the usb cable, also make sure the camera comes with the batteries (yeah I know it sounds kind of stupid) but they don't always include them.

I think all cameras come w/ the cord you need.Also there should be a spot on your tower where you can insert your memory card and upload the pic that way!!

Yeah it will have the directions with it. Make sure you can take it back if its not compatible with your computer.
