the printer is hp psc 1500 all-in-one series. it won't print colored ink. i really need help.

Is the color cartridge new or used? If new and it's installed correctly, then I would say it is drivers or a setting in the printers properties. If it is used, then it could be that it is empty or if you haven't used the printer in a while maybe the jets or whatever are dried up. I have fixed that before with a little rubbing alcohol on a cotton swab. Be sure that its installed proper first.

An obvious question... but are you sure there is a color in cartridge in the printer?
If there is, does a test print page show color? If so, then maybe the settings for your printer (on the computer) are set to print only black-and-white. Right click on the printer and select properties to check that out. (The exact location often depends on the printer, so just click around looking for something that shows black or color.)
If the test print doesn't show color, then maybe the color cartridge is empty or bad.

Check your settings in the print dialog box, Properties, colors... check to make sure you are not set to print in grayscale, if you are, un-check the box.
Also, did you check the actual print cartridges? This may be really obvious, but... make sure the part where the ink comes out is clean (sorry, I don't know what it's called). Take a soft cloth with a little rubbing alcohol to clean it. Sometimes they get dried out.

assuming you actually have colored in
the cartridge, try looking at the settings to see if the "print in black" or something like that is checked.
