...and then months after, the former employer wants her to answer questions about her job in the past where they say she screwed up at. Do they have the right to involve her now that she is no longer employed there ? I think not...but what do you think?.

NO, they no longer have that right. Your sister does not have to answer any questions if she does not want to. If it is for some legal issue, the company's lawyer should contact her. If anything else, it is just plain harassment, and your sister can report the company or file charges of harassment if they do not respect your sister's wishes to leave her alone.. But, whatever she does, make sure it is documented, and done in a fashion that it will not come back to haunt her if she ever decides to enter the work force again.

They have every right. Though your sister also has every right to refuse and tell them to go screw themselves.

No not at all! It is for them to figure it out! She is no longer a part of their company.
