Open the command prompt in your preffered manner.
Then, at the prompt type the following, followed by ENTER after each one:
net send [username] [message]
e.g. net send douglas The printer printed out your 500 page assignment 4 times, come and get it please!
OR
net send [computername] [message]
e.g. net send computer01 Please log off ant turn off in the neext five minutes as this compputers needs to be collected for maintainence.
OR
net send [domain] [message]
e.g. net send domain01 Please be aware the server will be down in 10 minutes.
I'm not sure if this works over workgroups, but I know it works on domains (the admins where I work have banned it because it is a distraction).
Be aware that this can get very annoying if you are using to bombard people with pointless messages. It should only ever be used if absouletly neccesery, as it can distract people from their work, and if they can't touch type and they spend their time looking at the keyboard playing search-and-destroy, then they'll have a word missing from their work.

NET SEND command sends messages to other computers, PC users, or messaging names on the computer network. The Messenger service should be running to receive net send messages.
User can send a message only to a name that is online on the network. If the message is sent to a specified username, that user must be logged on and running the Messenger service to receive the net send message.

To add on to what everyone else is saying, you need to make sure that 'net send' is enabled on your computer, as well as the computer(s) that you're sending the messages to.
In order to check this, you'll need to be logged in as an administrator (maybe a power user..not sure). Right click 'my computer' , manage, service and applications, services. Double-click 'messenger' and make sure that 'startup type' is 'automatic'.
