The peroxidase in the liver will increase the rate of reaction for the release of oxygen gas.
Potato also contains peroxidase and will increase the rate of reaction.

I'm not sure which will react faster, but both liver and potatoes contain enzymes that catalyze the decomposition of peroxide:

H2O2 ----> H2O + (1/2) O2

So as it reacts there are a lot of bubbles, which is the oxygen (O2) escaping.

My guess is that the liver has more enzymes and would make the reaction happen faster.
