I have a 6 feet vga cable and I am able to go to the max resolution of 1680X1050, but if I switch to my 15feet vga cable I lose those options and the highest resolution I can get is 1024X768.

It also depends on the screen refresh rate the higher the refresh the harder it becomes to get a clean signal. Go to your display settings click on advanced, then the monitor tab, you can turn down the screen refresh rate to 60 Hertz.
Be sure that you have a good quality cable they are not all created equal.

Sounds like a signal strength problem. The timing signal gets garbled in the longer cable. You may need to find a VGA signal amp.
