Most carpet is held by nail strips that are routed around the whole room. All you need to do to start the removal is go to a corner with a pliers or vice grip and grab ahold of the carpet and pull upward. Once the corner releases you won't need any tool, you can just pull it up all the way around the room.
As for getting rid of it, I just put my old carpet in the trash can and the trash collector took it. (It took about 4 weeks to get all of the carpet, pad, and particle board into the trash.)
I put in solid 3/4" wood floor and needed to change the subfloor to plywood. Make sure the subfloor you have is rated for the type of flooring you are installing. Each case of flooring should have instructions inside.

Using a sharp blade like a wallpaper cutter or a box cutter, cut the carpet into small strips by cutting from one end of the room across to the other and them across the other side of the room until you have small squares for easy disposal. Then pull up the carpet and the foam backing and be careful when you get clost to the wall because of the tacking at the edge close to the wall on the cement flooring or wood flooring. Remove the carpet taking with a crowbar like tool that had an edge like the claw of a hammer to remove the tacking and the nails. You must remove the taking nails or grind them down to a smooth surface before trying to attempt installing any type of other flooring

the least confusing way is to get the carpet real moist with basic water, (on condition that this is on a cement slab, can no longer try this on a timber floor.) permit the water set on the carpet over evening, this helps injury down the glue. in the morning use a moist vacuum and vacuum up the surplus water. Then once you're pulling up the carpet, use a 4 inch huge (no wider) razor blade on a pole to help scrape the carpet away. you ought to purchase the razor blade/pole at a janitorial furnish keep.

Just pull it up. Start in a corner. You may need to grab it with pliers to get it started coming up. Most garbage collectors won't take a full sized roll of carpet. The last time I threw out carpet, I cut it into sections about 3 feet wide, rolled them up and wrapped them with tape. They took it that way.

Where I live (Toronto) we can dispose of carpet with the household trash. They want us to cut it up into short sections (about 3 or 4 ft) & roll them up to leave at the curb.
I recommend that you call your cities waste disposal department, & ask for their advice on how to dispose of the carpet.
