Ok, i'm not really sure but i think the meaning should be inserting some foreign idea into one or many people to control their way of life. Put it more simply, brainwash people of a country with your ideology in order to control them.

do you mean colonization? Liken it to colonization of the "New World". When foreigners first came to the "americas" they took areas already belonging to some one and made them their own, completely changing the "way" of things. I would say colonization of the mind is about the same...being changed by society, or by some other entity's ideals that are not one's own.
Our minds are being changed by a technologic society, and we aren't even aware of it happening.

It most likely refers to an idea that is readily accepted and now a way of life for someone.
It could also mean some idea or experience has made someone insane.
