There are three reasons....

One - There are too many negative connotations with the hands pointing downward, so simply, it makes you feel happier (because the watch looks like it is smiling).

Two - Watches come with a wide variety of gadgets and extra features. If the watch is pointing at the 10 and 2, it is unlikely that it will cover up important things.

Three - It has been said that the number 1, 2 and 0 are very boring. The other numbers are more visually interesting to look at.

Because it's symmetrical and visually pleasing, it doesn't obscure the clockmakers name, and generally looks good. 8:20 is another common time.
