Lets see, The sisal rope is natural fiber, like hemp ( no do not try smoking it) And should be in the garden section at your local hardware. Runs about 3 bucks for a 50 ft roll.The construction tubes are with the bags of cement they vary in cost depending on the size you buy, the 12" by 6 foot ones cost me about 8.00 each. Cheap carpet, do you have a habitat for humanity restore near you? They have lots of small used and new carpet selections. If they do not have any, check with a local carpet retail outlet and see if they have any scrapes they are going to throw away. (can you say free?) Also if you need a short piece of wood for a base or something, Both Lowe's and Home depot have culled wood near the saw cutting area, some for under a dollar.
You can also get shipping pallets from lots of places for free, they beak down into some nice peices for making dog houses. Also old fencing is great for projects if you have a saw to cut them into the desired lengths.

Most obviously this sounds like Cat Tree materials. I've constructed a few in my time. Depending on where you are, here in the USA Home Depot of Lowes will supply you. For even the larger tubes perhaps, used to pour concrete for pillars.
How much they cost is relative,and unless someone here has actually bought those recently, or happens to be employed by a company that sells those, I suggest a call to, or visit to a store that offers the materials.
