They do it because they can't have their own children.
They do it because they had a miscarriage.
They do it because they told family and friends they were having a baby but was just lying to get attention or make a boyfriend/husband stay.
They also kidnap children to abuse them in some way.

Some are sexual perverts.
Others are unable to have children of their own and can't see what they are doing is wrong.
However, the most common person to steal a child is a non custodial parent (ie ex husband or ex wife who does not have custody). I believe that these people take the children because a. they believe it is their right to do so and b. to inflict pain on their ex partner.

money and sickness is 3 werds. haha. the government is building a secret army out of young children. they hire people to kidnap them and one adult. they blame the adult that they took for taking the child. they then kill the adults and brainwash the children so they can turn them into killing machines to use in the underground world leader child army war games.
