my school keeps the older students up front and the younger students in the back by grade level, and if you sit outside of your seat area you get kicked off. this isn't a discipline punishment, it just is a bus rule.
is this illegal?

UHH... I don't think it's illegal.
I'm sure the bus driver has a reason for doing it.
If it really bothers you, talk to a counselor or teacher or your principal.
Just inform them of the situation and NICELY explain that it frustrates you.
(Don't yell or get mad or blame anyone, or the teacher/principal/counselor will stop listening to you and think you're childish.)
Then, just let them take care of it.

i dont think its illegal-they just want to keep order-but its a little irrational to kick someone off the bus for not sitting in their 'designated' area

bus segregation? what did those buses ever do to you? no it sounds bogus to me have you tried talking to your parents? may be you and your school mates should have a school walk out and invite your local tv station to watch.
