What are the steps that will be involved? For example, should I discuss with a lawyer or should I write one myself?

You write your own. From all the use agreements I've read they outline any services the site provides, disclaimers and limitations, etc. If you want it to be a binding agreement you probably should talk to a lawyer. On the other hand a copyright statement and a don't steal this stuff warning is pretty simple.
