The long term impact of The Declaration of Independence, is to empower the people over the government, so that the people rule, and can not be ruled.
Without The Declaration of Independence, and The Bill of Rights, The American Constitution is just another piece of paper, and can not be enforced.

The Declaration of Indpendence has no impact at all on the country. It is not the founding document, the Constitution is. There are no laws or limitations or government structure or anything set forth in the Declaration of Indepence. It is an historical document telling the world we are declaring ourselves independet of British rule.
