Locate a Writer's Market book at either your library or book store. Inside are hundreds of literary agents and publishers to consider for your genre. There are many genres in fiction so carefully select a literary agent that accepts your type of writing. If you have not been published previously I suggest you contact a literary agent instead of a publishing house.

Follow the guidelines to the letter in the book and on the agent's web page. Many agents and publishers found in the Writer's Market may no longer be in business so check the web page before submitting.

Always send a strong query letter first unless the agent will accept the first three chapters with it. Your query letter has to be as strong as your opening paragraphs in your story. Learn how to craft a query letter before sending one that will be trashed.

Also, find the book titled, "Formatting & Submitting Your Manuscript" by Cynthia Laufenberg. Rules exist for manuscript submissions and if they are not followed carefully your manuscript will be subject to trash can filling.

This book also explains how to craft a positive query letter.

It depends on the kind of writing you are doing. Look at the publishers of your favorite books. That would be the highest end publishing. At the lowest end, you can go to Kinkos. There are tons of self-publishing sites online. Do a search.
