I'm going to Ireland, Wales, and London for spring break, can i use a visa check card?

If you mean a Visa debit card I think it is possible to use debit cards issued by foreign banks but I am not too sure.
Certainly credit cards and ATM cards will be useable in all of these places. There is no shortage of ATM machines in either Ireland, Wales, or London.
Why don't you check with your issuing bank who will be able to give you exact information.
Or look at the Visa website.
