I was just curious because we just got a $170 Electric Bill. We live in an Apartment on the Ground Level. We only have One Apartment Above Us. Our Normal Winter Electric Bill has never been Above $107.

Yes, it happens. They have to connect to your electricity meter, so the extra wiring is usually pretty obvious.

It's more likely just a bad reading - check the numbers on your meter and see if they correspond to the amount on the bill.

My bill includes the usage rate I am being billed for and this month's average temperature and the average temperature during the same month the previous year.

Check those numbers to see if your rates have gone up or if it was colder this year than last.

It was really cold this last month if you didn't notice. Also Electric prices have gone up. Also sometimes electric companies estimate you bill if hey dont have time to make it to your meter everymonth, so maybe last month they estimated under, or they estimated over this month.

Did you call your electric company to see if rates went up this year, along with all other energy resources? Mine did.

Yeah, it's possible for them to do that. It could be an apartment beside you or above you I guess. Have you landlord check it for you.
