VGA means different things. You can look up definitions like this easily on wikipedia or google. In the context that you describe, VGA probably refers to the the VGA connector as apposed to a DVI connector. This has to do with the type of inputs you monitor has and the types of outputs on your video card. Basically can you plug your monitor into your video card. DVI is better because it is digital and not analog but DVI is newer so might have more issues if you don't know what you are doing. Now when selecting a video card you need to know what slots you have available (not on the video card but the motherboard). If you have an open PCI express x1 slot open on your mother board then that is want you want to get unless you want to upgrade your PC or motherboard. Open up your PC and see if you see an open PCIe slot avail. Some motherboards have the graphics card built into the motherboard and don't have anyway to upgrade the video card. I don't know if the HIS video card is any good or not. Have you seen it in action or read any reviews? If not get a video card you can return to test it out first.
