Recently, all my goldfish died within days of each other, despite being very healthy and alert over the past few months i've had them. Someone at my office said that it's cause my dwarf puffer fish is poisonous and this has killed them. Is this true? Is the dwarf puffer fish incompatible with other fish?

No, your dwarf puffer isn't poisonous. However, it is entirely possible that your puffer harassed them to death, or that the water was too warm, because puffers are tropicals (78F is a good temp) and goldfish are coldwater fish (68F).
Puffer fish are not good candidates for community tanks because they can be VERY aggressive, or, conversly, very very shy. Goldfish are also not very good candidates for community aquaria because they are coldwater fish, and very few community fish can stay healthy in cold water, AND because they produce SO much waste - even small fancies need 15 gallons each.

I don't know the exact reason that your goldfish died... It certainly wasn't poison. But they and puffers are definitely not compatible.

The possibility of harrassment is the only danger a dwarf puffer poses to other fish really. It's poison is in it's flesh and is not in a bite or anything like that. Dying that quickly and that close together my first thought would be that the water quality went bad for some reason or the other and the dwarf puffer managed to survive it.

I doubt it. It was just probably coincidence. You haven't said what size tank you have or how many goldfish you have, but chances are, you overstocked your tank and the bad water quality just finally caught up with all of them. Puffer fish shouldn't be kept with goldfish anyway. They are tropicals and like heat as well as brackish water. But, this is aside from any water quality issues. If you start again, don't combine tropicals with goldfish and make sure you understand water cycling and the nitrogen cycle and how many fish you can put in a certain size tank.
