Either way is proper right now. The state legislature is actually addressing this issue right now. There is a bill to make the official form "Arkansas's."

Some modern style books say to use only an apostrophe for possessives of words ending in 's'. More authoritative sources, such as Government Printing Office Style Manual, require the 's. While both may be acceptable in some instances, the 's would be accepable in all and is preferred.
