In Canada it is rare that you see a buggy just left unless it is someone from the states that has come over to shop. Americans are just too damned lazy to take the effort to put the buggy where it belongs. I know a few do and I thank you for it but by and large most are just too lazy to take that extra 30 seconds to do it even when they are parked right net to a buggy rack!
I must also add that some places do not put buggy racks far enough out in the parking lot either. Wal-mart is really bad about not having enough racks I have observed.

If i use one, which is rare, i tend to leave it. My bf puts ones that arent even his away, because he would be upset if someone bumped one out of the way and it hit his car (thats what he told me when i asked.) Then i pointed out, Im a total bumper! If there's a *buggy* in the way, i hit it with my car so i can park...he gave me the dirtiest look....

It depends. If the buggy thing is really far away, the weather is bad, some cart pusher in wal-mart pissed me off, I've got to pee, or I don't have time, then no.
