allow local news stations to hype up weather reports for ratings? Most of the time when they give bad weather here they stay on the air urging us to stay tuned and then it turns out uneventful (thank God). I just think crying wolf makes us less likely to beelieve them in case of a real emergency.

Like it or not, it's called the First Amendment.
Yeah, they sure cry wolf, but they've got a monopoly, haven't they. They can get away with it.

They can only do so much with their training. Ultimately, God is charge, and there can be some surprises.

not even the NWS can control the weather. it changes by the second!
