I would do this by establishing realistic goals with each group upfront at the beginning of the year, and then seeing how well they met their goals. If they fall short, finding out why would be important to determine whether the goals were unrealistic or if the employees just failed to meet these. Feedback should be provided back by evaluating the good things that they have done, and then touching on the things that could have been done better.
