Picture Editing?

My samsung screen is 220*176, whic means the phone screen it taller than its width..microsoft picture editing no matter how i put it...taht picture keeps that width longer that the height...and i'm suppose to flip the picture so the height could be taller i don't like doign that cus the picture doesn't look good is ther a picture editing program other than Google Picaso that will help me on this one???
