It is 7.5 as many have said.
Here's how you do it.
Helen's rate is x/5.
IN 3 hrs she does 3/5 x or 3/5 of the room.
Bill does 2/5 in 3 hrs. His rate is 2/5 divided by 3 which is 2/15.
If he goes at 2/15 of a room an hour then it will take him 15/2 hours to finish one room, which is 7.5 hours.

Bill can do it in 7 hrs and 30 mins.. since Helen is 150% faster than Bill.. 3hrs + 2hrs = 5hrs Helen did the 3/5 hour work in 3 hours, while Bill did the 2/5 work in 3 hours, 3/2=1.5 hence Helen is 150% faster.. 5hrs X 1.5 = 7.5hrs or 7 hours 30 mins..

helen can paint 1/5 of the room every hour
bill can paint 1/3 of the room every hour
together, they can paint 1/3 + 1/5 of the room an hour.
1/3 + 1/5 is 8/15.
Invert the fraction, they can paint the room in 15/8 hours.

BILL AND HELEN TAKE 3 HRS
IN ONE HOUR BILL AND HELEN WILL TAKE COMPLETE 1/3 OF THE WORK

(1/5)(3)+X(3)=1
3X=2/5
X=2/15
He can paint 2 rooms in 15 hours, so he could paint one in 7.5 hours
