How was Germany not a threat to the balance of power in Europe around World War 1.

You question is difficult to answer because power was the reason for WW1, the Empires of German, Austria Hungary, Ottoman, British French and Italian and Russian all collided at this time.
The German Chancellor Bismark tried to maintain a balance and alliance between Germany, Austria Hungary and Russia, against the rest of Europe. Under this protective quasi alliance Germany was able to expand their empire and build up their fleet and demand a "fair share of the world" as the French or British had with there numerous colonies around the world.
The only reason why Germany would not be a threat is if Germany counted alone. Germany by it self was not a threat, the German Ottoman alliance was not a threat, the threat came when Archduke Ferdinand was assented, and Russia and Austria entered into a dispute over the Balkans.

My Grandfather and my Great Uncle served in WW1. My Grandfather was wounded in a battle in France. He spent the rest of his life in a Veterans Hospital on Christie Street in Toronto, until he past away in the early 1960s.

actually they were a threat to the balance of power in europe. they were one of the five big nations that dominated the continent politiically and militarily since the 1860's
