Loss of billions of dollars in tax revenue and general chaos amongst its civlians. this can best be compared today to many cities, states, and counties attempts at making cigarette smoking illegal in public places. This alone is going to cost buisnesses money since they will be losing many patrons, same as with buisnesses losing money due to prohibition.

cant think of too much positive. on the negative side, it made common citizens, criminals, lost billions, in tax revenues and, brought the Mafia to power, through bootlegging operations.
