For the most part the oil pump. Bearings and bushing also play a part. for example if the cam shaft bearing are bad you could have low oil pressure. Pushing the oil through the system depends on all parts being within tolerance.

The oil pump pumps oil the pars of the engine that do not contact the oil in pan. The main bearings on the crankshaft have a potential 600PSI of oil pressure during proper operation, with proper machning..
