is a states capital city always the largest city in the state?

For example, in California, the largest city is Los Angeles, but the capital is Sacramento. In New York, the largest city is New York City, but Albany is its capital. Similarly, in Illinois, Chicago is the largest city, but Springfield is its capital.

I have observed that the capitals are placed in less developed areas to try to develop that part of the state, which in turn improves the economy of the state.

no just look new york city and los angelas are both 2 of the largest cities in the world and niether is a state capital

Nope. Take KS for example. Topeka is the capital and Wichita and Kansas City and suburbs are much bigger. Towns are not chosen to be capitals based on size and politics usually plays a role in which town is/was chosen.
