Pretend you're in a new place, w/o any prior knowledge of government or how one works, how would you go about setting a gov. up?

Begin as a military monarchy, a warrior king. Take note of people skilled at farming, wise in solving problems, healers, and make them counselors. Permit them to be making decisions on my behalf and in my name, call them a Council, and permit them to replace themselves by election.

Always remember that what is good in life is to crush your enemies, to see them driven before you, and to hear the lamentation of the women.

It's a good start.

STATES RIGHTS, break up the country into various states and let them find out what works best. so if texas wants the second amendment and california doesn't then so be it. then when it becomes obvious which is more effective, implement that nation wide

look at th "blueprints" for the ameican government and copy exactly as shown.
