This is a historical reference to the ban on Disco music and Caspah is a city in the middle east I looked it up. The ban did not work they rocked the region (Caspah) after the ban with the banned music music.

I finally found an place on the internet that gave meanings. This one matches the best with history and time frame. In Iran the young people began listening to rock and disco which was subsequently banned but it did not work.

"Rock the Casbah" is about Iran's outlawing of rock music.
The Casbah is the citadel of Algiers and the quarter clustered round it.
The song gives a fictional account of the ban being defied by the population who proceed to "rock the casbah", causing the King to order jet fighters to bomb any people in violation of the ban. The pilots ignore the orders, and instead play rock music on their cockpit radios.
