They'll grow with time. But some people are just naturally flat chested. Don't forget that boobs are all fat, so if you're super skinny gaining a few pounds might or might not add some fat to the chest area.
If a guy dosen't like you because you have no chest then thats not a guy that you want for you anyways. Be proud of who you are and what you look like.

oh um honey. imma tell you a Real life story.
a long long time ago (3 years ago) lived a girl who had no boobs(me) she was very sad because guys thought she had no body and was as flat as a board. The girl tried EVERYTHING, untill one day she discovered a magical box!!! there before her eyes was the answer to all her prayers!!! it just stood there...on the side said klenex so she got them and ran to her room. then she put the magical tissues inside her bra and poof! she had a chest............ a year or 2 later she didn't need the help of the magical box and she had a chest of her own......DAYYUMM the dummest story ever but true lol
[[okay okay ya can try that]] or just get a push up bra. But then later, you wont need all that. your breasts WILL grow but as every1 said, it takes TIME. and its actually good, your lucky guys like you cuz of your personality. some girls get all the attention but they(guys) just wanna get in their pants. so be patient okay girl

You don't indicate your age, but if you're still in high school (or below), you're probably not finished developing yet. Also, check your heredity; are you destined to have adequate or inadequate development? If you're not satisfied with the above suggestions, you may consider implants. In the end, though, be happy with what you have and remember that males go through the same questioning on their own perceptive deficiencies.

look grl i got a big nice butt but not alot o chest but guys like u if u hav a little sumting of sumting if u hav nice shape dats all u need if ur 2 skinny den start eating all u can in da fridge boys like curves n dress provocative boys will go crazy but if u want 2 b iwth a guy n not change a thing den WAIT n da right guy will come 2 u n will like u by da way u r just dat but like i got nice bigg fat butt n curves with a nice shape of course n am very sweet guys like me both ways just wait it will soon b ur turn 2 b in luv trust me its wonderfull
