If someone born on February 29th went to a bar on Feb 28th of their 21st birthday, would he legally be able to get in? Or if he wanted to buy liquor? How does the government deal with this debacle?

I have a friend that was born on Feb. 29th. He and his family celebrates it on the 28th. I Guess it can all depend on what time you were born. If you were born before Noon, you could possibly Celebrate on the 28th and if you were born after 12 Noon, then you could celebrate it on the 1st of March.. I guess it depends on when your parents celebrated it.
This probably isnt the best answer, but is the best that I can come up with.

I don't think they'd allow the person in or sell them alcohol, because they are still only 20 years old, and would have to wait until the 1st of March, at midnight, to legally be 21 years old.
