The President is not incompetent and your democratic congress is not cowardly, you all have been had. They played the American public like a fiddle and achieved what they wanted, POWER.

The Dems who won in 06 most definently did not talk tough, for god sake the only reason they one was because of Iraq, and the last congress did nothing, anyways the cowardly dem congress and incompetant president your referring to must be the Bill Clinton and the 93 Dems.

Without an outright majority in the Senate, (60-40) the Dems are powerless. And the 'extremely incompetent' Bush has veto power.
So, don't blame the Democrats.

I often debate the same thing:

Is it better for someone to want to do the wrong thing, but not do it (dem congress), or for someone to want to do the right thing, but not accomplish it (president)?

I think the people who want the wrong thing are worse in general, but it is a close call.

They talk tough but with Bush still in power & with a veto pen in his hand their is little that the Dems can do to change anything. It will be a stalemate until 2009. Nothing new will get passed until then.

Who didn't know they were cowards before 06? It defines them. The answer to your question is the dem majority in congress.

Well cowards just won't act and take the safe route. But incompetence can create problems where there is none. I'd go for the cowards.
