When a circuit breaker is "tripped" it snaps to the reset postion. It is not in the off position and its not on, its half way between. to reset you must switch it to off, then you may turn it back on. If you do not flick it off first it will not reset properly and the circuit will still be "tripped"

On a home panel board, there are usually three positions: ON, OFF, and an intermediate position known as TRIPPED. When you manually turn the power off with the breaker, the handle moves all the way to the OFF position. If the breaker is tripped by an overload, the handle will come to rest in the TRIPPED position in between.
This is a good method to see if someone has turned the power off on purpose. Note that there are a number of different sorts of breakers, and some may not have the intermediate tripped position; they merely move the OFF position when tripped.

Look at the breaker panel for a breaker that has red showing. If you don't see any like that then look for a breaker that is in the off position or not all the way over to the on position.

Circuit breakers can be in 3 positions. On, Off, and Tripped. Tripped is 'almost on'. It won't quite line up with the good ones. Turn it off, then back on, and it'll be fine.

The outlet that is hooked up will go off... If all other parts of your house are working then its the breaker... If your computer goes off in your bedroom but your refridgerator is running then definitley the breaker... Its because the breaker stops the electricity overload from starting fire and burning your house down... I'm 14 and know this...

it wont be facing a different direction. it will be facing the same direction, but it will be slightly out of line.
to fix, flip to off , then back to on.

edit, after reading the original Q again. there is another possible answer. situation where a circuit breaker is likely tripped-- all of the lights and plugs in your house are working except the lights in one room(or area), or all of the plugs in the house are working except one room(area).

Look at the breaker box and see if any of the switches are facing a different direction. If one is that one got trippped and all you need to do is push it the other direction.

When it's in the "off" position. The workers will all be "on". It'll be the only one in the opposite direction of the others.
