Depends on what your ratifying. Most bills in congress require a simple majority but an amendment to the constitution requires 3/4 of the states.

If you mean the ratification of an amendment to the constitution, You need two thirds of both houses of congress, and three fourths of the state legislatures. As you can see it is not an easy task, nor was it meant to be. It was intentionaly made difficult to discouarage too much tampering with the document. (Article V)

Ratifying what? It depends. When ratifying a treaty it requires 2/3rds of the Senate. Other things require a majority of the Quorum. Some things that require a Supermajority require 60-67% depending on what the issue is.
