I knew someone from middle school who had a Leap Year birthday, and he would celebrate on either February 28th or March 1st of each year. It just depended on his mood, schedule, day of the week, etc.

March 1st because he/she wasn't born on the 28th not til the following day whether it be the 29th or the 1st was he/she born.
