how can i create an avatar?

Most people these days use Photoshop to create avatars, but there are other ways of doing it.
If you simply want a still picture, then you can open up Paint. Paste the picture. Cut out a piece of the picture you want, make sure it's the right size for the forum or whatever. Then save it and upload to photobucket or something similar. You should know what do after this.
If you want to do a GIF, then I'm not positive on this one. What I've remembered, some people use players that can take screen caps of the clip for a certain amount, don't make it to long, and put them together using a software. I think it was photoshop too, not positive. You could try using Movie Media Maker, but I don't think it'll work.
