for all you that hate sniping, remember this: it is NOT the LAST bid that wins, it is the HIGHEST bid that wins.

so either bid more or quit your complaining.

Not at all; it's actually a very common practice, and a good way to both win the auction and piss off the other bidders.

No, but it should be. It's called sniping. It should be illegal though, as it prevents me from getting good deals.
