pour some mean green into it and let it sit. rinse out thoroughly.

soak in alcohol. thats should loosen things up a bit. scrub the tough spots with whatever you can get to it with. clothes hanger and a bit of cloth or gun cleaning tools.

really hot water,epsom salt and dishsoap.Shake it around and it will come clean.The epsom salts scour all the crap off it won't work without them.Also you may have to do it to or three times depending on the buildup.

alcohol - (rubbing alcohol as they call it) 91% if you can find it. Soak in alcohol and it will dissolve the tar build up.
