9 times out of 10, it's the first thing they read. Make it good, because if they don't like it, they won't read further.

Yes, sometimes we browse, some times we read in-depth. I actually require cover letters for about half the positions I recruit for, if there is no cover, there is no interview.

So if you are applying for a position that requires one, state your skills against the job requirements skills, and let the employer know why you are interested (why they will benefit from your skills), not why it's a perfect job for you. And the best way to get a hold of you.

Sometimes I read cover letters, if the resume contains many of the characteristics I'm looking for in the employee, to see if they say list any other skills I'm looking for.

Yes, that way they know who sent it,why they sent it, what it is,etc. Its always good to send a cover letter when faxing anything,if you dont they could mistake it for junk or since they dont have info on it they recycle it if they cant get in touch with the sender. I go thru this everyday

Some do, some don't. It never hurts to include one, so stay on the safe side and submit one.
