I would start putting up flyers all over. With your price. Everything that you will be offering to do. And your hours. That is a good place. I just hope you live in a big city because it wont work to well in a small town...My sister tried.

library would be the perfect place to start your research. also canvass the neighborhood to see if your targeted area has a need for such a business. (find a need and fill a niche is the idea)

Start off getting all of your information, like, how much you will charge, when you will do it, how long, for who, everything. Then start advertising weather its flyers, e-mails, newspapers. Then get going. Good Luck
